A Federal Way man who allegedly raped and pimped two severely developmentally disabled women over a four-year period was charged on Feb. 21 with second-degree rape, and promoting prostitution in the first and second degree in King County Superior Court.

James Alan Delong, 67, admitted to police that he had a sexual relationship with both victims, ages 51 and 56, though he claimed the 51-year-old “seems like she is 2 years old,” according to charging documents. In addition, Delong told police the 51-year-old can’t read or write, tell time, hold a job and that she doesn’t know the alphabet, the documents continue.

Delong also admitted to police that he took the two women to his friend’s home in Gig Harbor, so the victims could have sex with his friend. He said his friend gave him about $100 each time he had sex with the women.

A roommate who lives with Delong and the two victims reported the alleged crimes to police on Feb. 18. She said her 51-year-old roommate had been away from the house for more than a week and when she asked her about it, the victim said she is afraid of Delong and feels uncomfortable around him.

The roommate also told police that Delong “groomed” the victim as he buys her children’s Snoopy books and toys, according to charging documents.

Delong is being held at the SCORE jail on $700,000 bond. Police searched his residence and retrieved evidence related to the case.

Delong’s criminal history includes driving violations, three DUI arrests that resulted in two convictions, a conviction for marijuana possession and an arrest for patronizing a prostitute in 2005.
