U.S. Marshals shot a man on April 18 who is wanted in connection to a shooting on I-5 near Federal Way last month.
Roman Culver, 23, of Covington, was arrested in Portland, Oregon, after he rammed multiple police vehicles while attempting to escape police, according to a news release from the U.S. Marshals.
On April 18, members of the U.S. Marshals Service Pacific Northwest Violent Offenders Task Force (PNVOTF) located the man in a vehicle in a southeast Portland parking lot, according to the release. Another male and two females were also in the vehicle.
When task force members blocked his vehicle in a parking spot, Culver allegedly reversed and rammed into the police vehicles. Though investigators say they commanded him to stop, Culver reportedly accelerated.
One officer was stuck between the vehicles and “fired a single, defensive shot striking Culver in the neck,” the release stated, and Culver stopped his vehicle. He was taken to the hospital and his condition is unknown as of April 20.
The male passenger was also transported to a hospital for an ear injury and released into Portland Police Bureau custody for investigation. Later, a handgun was found inside the vehicle.
Culver is wanted on two felony warrants in King County. He was charged with first-degree robbery with a firearm on Jan. 7 and was issued an escape warrant from the Washington Department of Corrections in May 2021.
Law enforcement also say there is probable cause to arrested him for first-degree assault in a carjacking and the drive-by shooting in Federal Way. He is also a person of interest in a homicide.
On March 19 in Federal Way, a person was driving along South 348th Street nearing State Route 99 around 10:35 p.m., according to Washington State Patrol (WSP).
A white Dodge Charger cut the person off. The Charger followed the other driver onto northbound I-5 and an occupant of the Charger fired several rounds at the person, WSP reported. The Charger sped off northbound.
In Aug. 2021, there was a collision around 8 a.m. near southbound I-405 to northbound I-5, according to WSP. Two men on scene said it was a BMW X3 crashed and they stopped to see if the driver was OK.
The driver then brandished a handgun and carjacked one of the men’s Ford F150 truck, according to WSP.
