Convicted sex offender sparks manhunt after removing ankle monitor

A man who was charged with sexually assaulting a woman in Federal Way in 2016 is now being sought by law enforcement after he cut off his GPS ankle monitor.

According to the Department of Corrections on Oct. 2, the DOC and law enforcement are searching for Damion Blevins, 33. Blevins is 6 feet tall, weighs 270 pounds, and was last seen Monday (Sept. 30) near King Street Station in Seattle before he removed his GPS ankle monitor. According to the press release, Blevins is a resident of a Less Restrictive Alternative facility in Tukwila.

The incident that led to Blevins being charged with rape in the first degree and robbery in the first degree was ultimately pleaded down to an assault in the second degree, which he was sentenced to serve 20 months on Nov. 17, 2017. Following his sentence, Blevins was civilly committed to the Special Commitment Center in 2023, but when he cut off his GPS ankle monitor, he was a resident of the LRA.

The Federal Way incident

According to charging documents, on July 16, 2016, the victim met Blevins through a mutual friend, and after meeting each other, the victim said he seemed friendly and forthright. After meeting, they went together to smoke cannabis on the side of a Walmart in Federal Way. Before they could smoke, the victim said that Blevins then raped her at knifepoint and stole her checks and cash from her wallet. After this, the victim began to run away, but Blevins chased her.

After the victim ran into a gas station to get help, Blevins ran onto a bus, which the police stopped while Blevins was on it and arrested him. Following the assault, the woman was taken to a hospital to have a sexual assault exam conducted.

The DOC’s press release stated that if someone sees Blevins, they should not approach him, but instead call 911.
