The development of the downtown corridor has been talked about since Federal Way became a city.

An international district was proposed. Different high-rises have been proposed, including a crystal structure. It has been proposed that moving the library and City Hall downtown would facilitate its development. Now it is a performing arts and conference center (PACC).

My question to the city council: What is wrong with the downtown?

The mall is lacking in shops, but I hear Kohl’s is coming. Why has it taken so long? Is the lack of stores in the mall due to not having a PACC, or is it due to poor management of the mall or an extensive permit process?

One thing wrong with the downtown is the traffic. If the traffic is bad now, what will happen when we add the proposed development? The $5 million proposed for street improvement if the PACC is built is far too small of an amount to improve traffic.

What company will supply the entertainment that will support the PACC’s 700 seats? Do they have a plan to draw from other cities? If they do not fill the seats, will the taxpayers end up supporting the center?

What company has come forward to pay for naming rights?

Is there a guarantee that all the grants needed to fund the project will be funded?

What parks and services will not be funded due to the $200,000 “estimated” annual taxpayer funding? Dumas Bay Centre is in need of improvement. What are your plans for its development?

Do you have a viable plan for the entire city’s development? Please be specific, as I have read the city’s comprehensive plan. Is the downtown the only area of importance to the city council? Where was the support for Metropolitan Market? Why did it leave?

How do you know this is a shared community goal?
