A man who was charged with sexually assaulting a woman in Federal Way in 2016 has been charged with “sexually violent predator escape” after being sought by law enforcement when he cut off his GPS ankle monitor and was apprehended in Oregon.

According to charging documents, Damion Blevins was deemed a sexually violent predator on June 20, 2019, and was charged with sexually violent predator escape on Oct. 4 following his attempt to flee on Oct. 1. Blevins was a resident at a less restrictive alternative home for people who are sex offenders.

According to the charging documents, after missing his scheduled polygraph, it was discovered that Blevins had cut off his GPS ankle monitor. Officers tracked his phone to Auburn, where they suspected he had left his phone in a locked building.

Blevins was subsequently apprehended in Portland, Oregon, on Oct. 3 by the U.S. Marshall Service and taken into custody without incident. He had a bag of marijuana, cash, a lighter, and his credit union card on him at the time of his arrest.

Federal Way incident

According to charging documents, on July 16, 2016, a victim met Blevins through a mutual friend, and after meeting each other, the victim said he seemed friendly and forthright. After meeting, they went together to smoke cannabis on the side of a Walmart in Federal Way. Before they could smoke, the victim said that Blevins then raped her at knifepoint and stole her checks and cash from her wallet. After this, the victim began to run away, but Blevins chased her.

After the victim ran into a gas station to get help, Blevins ran onto a bus, which the police stopped while Blevins was on it and arrested him. Following the assault, the woman was taken to a hospital to have a sexual assault exam conducted.
