Man charged with kidnapping, raping 15-year-old in Federal Way

State prosecutors recently charged a Seattle man with kidnapping and raping a 15-year-old girl in Federal Way.

Vinny Kabwe, 20, was arrested on Nov. 16 and is being held on a $25,000 bail for allegedly offering to take the girl home from a party, but instead raping her behind a Kentucky Fried Chicken near Southwest 336th Street and 21st Avenue Southwest in Federal Way.

Officers were dispatched to the Pavilion Apartments at 5:43 a.m. on Nov. 16 to reports of a girl crying and stating she had been raped.

The girl and her two friends went to Southcenter mall on Nov. 15 and caught a ride back to Federal Way with someone they didn’t know.

According to court documents, the victim said whoever gave them a ride, took them to a party at the apartments. She and her friends wanted to go home later in the night but the males at the party allegedly wouldn’t give them a ride home.

The victim’s friends decided to walk, while she stayed at the party because it was cold.

Kabwe allegedly offered the girl a ride home and the two got into a black sedan.

While en route to her home, court documents allege Kabwe pulled into an alley behind the food franchise and vaginally raped the girl.

“She stated that the male ‘choked’ her with a single hand sometimes restricting her airway but she never lost consciousness,” the documents state. “Officers observed a scratch in the area of [the victim’s] right clavicle that she was unaware of but later guessed she received this from Kabwe as he held her down in the backseat.”

Kabwe allegedly told her to stop crying and screaming, and “quit playing around or I’ll kill you,” the documents continue. During the assault, the girl noted he did not wear a condom.

Documents state Kabwe drove her back to the apartments where she calmly got out but then ran to a nearby apartment and pounded on a woman’s door, where police were called.

As the girl recounted what happened to police, she said her sweater was left in the backseat of the car and the suspect was “African or Somali and spoke with an accent.”

He was about 6 feet tall with a thin build and a short afro-style haircut. He was wearing a white polo shirt and jeans. She would be able to identify him in a field test, she said.

Police contacted the girl’s friends and they led police to the apartment where the party was. Five males stepped out of the apartment and acknowledged the party. Kabwe was still inside with his 19-year-old girlfriend.

After he exited the apartment, police discovered he was still wearing the same clothing as the girl had described and he was immediately arrested.

He told officers they had the wrong person and that he had loaned his clothes to a friend and he had been with his girlfriend all evening.

But the girl identified Kabwe “without hesitation” at the police department and also pointed to the car she was allegedly raped in. Police obtained a search warrant for the car once they saw a sweater in the backseat.

Officers also obtained video surveillance of the Kentucky Fried Chicken property.

A male and female are observed in a black sedan at around 5:27 a.m. Although the footage is “hazy,” officers still saw a “struggle or commotion” in the backseat.

“At one point, a dome light comes on and goes out, it appears that the female is kicking in the backseat with the male over top of her,” the court documents state.

The girl was treated at a local hospital for pain and a scratch on her chest.

Kabwe will be arraigned on Dec. 1 at the Kent Regional Justice Center.
